Regular Meeting

March 22, 2022

 

The City of Titusville City Council met in regular session on Tuesday, March 22, 2022, at Titusville City Hall, second floor, Council Chamber, 555 South Washington Avenue, Titusville, Florida 32796. Mayor Diesel called the City Council meeting to order at 5:30 p.m. 

 

Those present in the Council Chamber included Mayor Daniel E. Diesel, Vice-Mayor Robert L. Jordan, Jr., City Council Members Jo Lynn Nelson, Joe C. Robinson, and Dr. Sarah Stoeckel. City Manager Scott Larese, City Attorney Richard Broome, and City Clerk Wanda Wells were also present. Assistant City Clerk Donhoff completed the minutes of the meeting. 

 

Mayor Diesel requested a moment of silence. He then led those present in the Pledge of Allegiance to the Flag. City Clerk Wanda Wells read the procedures for public comment and participation.

SPECIAL RECOGNITIONS & PRESENTATIONS

 

Motion:

Member Robinson moved to modify the Council agenda and add an agenda item that included a proclamation that recognized Mr. Justin Tyler also known as “J.T. Hassell” for his contributions to the community. The motion included this item would be heard next on the Council’s agenda. Member Nelson seconded the motion and it carried unanimously.

Mayor Diesel presented a proclamation recognizing Titusville native Mr. Justin Tyler "J.T.” Hassell for his work related to supporting the mental health of children, his contributions and charity work in the community, personal accomplishments, etc.  Mayor Diesel also praised Mr. Tyler on his work ethic during the time that he played football at Titusville High School and the National Football League (NFL), and Mr. Tyler’s mission to help others and make a difference in the community each and every day. 

 

Mr. Tyler thanked Mayor Diesel and the Council. He commended Mayor Diesel on his leadership and his desire to continue to assist the community.

Employee of the Month – March 2022 - No action was requested. Water Resources Director Sean Stauffer highlighted the nomination that recognized Chief Maintenance Mechanic Jesse Burrow as the Employee of the Month for March 2022. Mayor Diesel presented Mr. Burrow with a plaque and gift.

Sustainability Action Plan Public Engagement Report – No action was requested. Sustainability Planner Rachel Muller gave a presentation on the Sustainability Action Plan Public Engagement Report and the following information:

 

  • Project background
  • Past and current efforts
  • Project timeline
  • Phase 1: Focus Area Study
  • Community derived focus areas
  • Community and livability
  • Ecosystems and resiliency
  • Infrastructure and energy
  • Water
  • Smart growth
  • Sustainability economy
  • Next steps and questions 

 

Mayor Diesel appreciated that each presentation provided more and more information and included citizens.

Vision Zero - No action was requested. Kim Smith, Education and Safety Coordinator, Space Coast Transportation Planning Organization (TPO) gave provide a presentation on Vision Zero and the following information:

 

  • Vision Zero (definition) was a way to look at traffic safety 
  • Brevard County crash data
  • 2021 Titusville crash data
  • Crash victims are human lives
  • A safe system approach
  • Vision Zero in Brevard County
  • Zero begins with everyone

 

Council discussed the roundabout in Viera (clarified was a traffic circle), there had been non-fatal accidents at the Viera traffic circle and therefore, it was effective reducing fatalities, noticing smooth traffic flow in cities with roundabouts, and supporting Vision Zero objectives.

Draft 2040 Comprehensive Plan – Status - No action was requested. Staff gave a presentation on the status of the Draft 2040 Comprehensive Plan and the following information:

 

  • Project background
  • State’s transmittal review
  • Property rights legislation and bills
  • Options
  • Planned Development (PD) Zoning District 

A related agenda item was scheduled for the regular City Council meeting on March 22, 2022, at 6:30 p.m.

Letters of Appreciation – City Manager Larese advised that Life Safety Specialist Kerri Lubeski of the Fire and Emergency Services Department recently received a letter of appreciation. No action was requested.

PETITIONS AND REQUESTS FROM THE PUBLIC PRESENT

 

Jeffrey Greenberg read from a prepared statement. He requested Council’s support on a proposal to the National Science Foundation for grant funding. 

 

City Attorney Broome advised that various questions, research, and analysis would need to be conducted by City staff, before pursuing the grant funding mentioned by Mr. Greenberg. 

 

Discussion ensued on an upcoming deadline in two weeks for the planning component of the grant, liability concerns, public purpose, etc.  

 

Mayor Diesel supported Mr. Greenberg’s vision. He requested Mr. Greenberg contact staff to provide them additional information.

Stan Johnston commented on Resilient Titusville, concerns for sea level rise, information not included in a subsequent report, the draft 2040 Comprehensive Plan, concerns for sewage particulate from a prior sewer spill, being displeased with staff, etc.

Kate Perez asked questions related to a local traffic circle and a recent clogged force main on Sisson Road.
