Regular Meeting
April 26, 2022
The City of Titusville City Council met in regular session on Tuesday, April 26, 2022, at Titusville City Hall, second floor, Council Chamber, 555 South Washington Avenue, Titusville, Florida 32796. Mayor Diesel called the City Council meeting to order at 5:30 p.m.
Those present in the Council Chamber included Mayor Daniel E. Diesel, Vice-Mayor Robert L. Jordan, Jr., City Council Members Jo Lynn Nelson, Joe C. Robinson, and Dr. Sarah Stoeckel. City Manager Scott Larese, City Attorney Richard Broome, and City Clerk Wanda Wells were also present. Assistant City Clerk Donhoff completed the minutes of the meeting.
Mayor Diesel requested a moment of silence. He then led those present in the Pledge of Allegiance to the Flag. City Clerk Wanda Wells read the procedures for public comment and participation.

SPECIAL RECOGNITIONS & PRESENTATIONS
Council made two modifications to the Council agenda.
Motion:
Member Nelson moved to modify the Council agenda and add a proclamation for Stamp Out Hunger – Letter Carrier’s Food Drive Day – May 14, 2022. Vice-Mayor Jordan seconded the motion and it carried unanimously.
Motion:
Vice-Mayor Jordan moved to modify the Council agenda and add a proclamation for Women’s Lung Health Week – May 9-15, 2022. Member Nelson seconded the motion and it carried unanimously.

City Manager Larese read the proclamation for Stamp Out Hunger – Letter Carrier’s Food Drive Day – May 14, 2022. Mayor Diesel discussed the importance of the item. No one was present to receive the proclamation.

City Manager Larese read the proclamation for the Women’s Lung Health Week. Mayor Diesel presented the proclamation to Deborah Smith, a teacher at Suntree Elementary School. Ms. Smith reviewed the importance of bringing awareness to lung cancer and lung health.

Employee of the Month - April 2022 – No action was requested. City Clerk’s Office Sr. Administrative Assistant Emily Campbell highlighted the nomination that recognized Sustainability Planner Rachel Muller as the Employee of the Month for April 2022. Mayor Diesel presented Ms. Muller with a plaque and gift.

Annual Comprehensive Financial Report (ACFR) for FY2021 – No action was requested. Zach Chalifour of the accounting firm of James Moore, Certified Public Accountants and Consultants gave a presentation that reviewed the following information on the Fiscal Year (FY) 2021 annual audit of the City of Titusville:
- Auditors’ reports
- General Fund
- Business-type funds
- Pension and Other Post-Employment Benefits (OPEB) funds
There was no action or discussion by the Council.

PFM Financial Advisors, LLC presentation for end of fiscal year 2021 and first quarter of fiscal year 2022 – No action was requested. Scott Sweeten of PFM Asset Management (Financial Advisors) gave a presentation that reviewed the following information on the end of fiscal year 2021 and first quarter of fiscal year 2022:
- Investment policy framework
- Firm philosophy aligned with public sector goals
- Current market themes
- Federal Reserve officials projection of at least seven rate hikes in 2022
- Treasury yield curve
- Rising rates and wider spreads hurt fixed-income returns in the 1st quarter of 2022

- Max maturity analytics
- Issuer diversification
- Final year comparison
- Firm experience

Traffic Calming Program – No action was requested. Public Works Director Kevin Cook gave a presentation that reviewed the following information on Traffic Calming Program changes:
- Overview
- Existing traffic calming program
- Why change was needed
- Proposed traffic calming program
- Horizontal deflection
- Vertical deflection
- Street width reduction
- Routing restriction
- Scoring system – priority ranking
There was no action or discussion by the Council.

Letters of Appreciation – No action was requested. City Manager Larese advised that Tony (Antonio) Coelho, Public Works Equipment Operator, and Tim Ford, Community Development Redevelopment Planner recently received letters of appreciation.

PETITIONS AND REQUESTS FROM THE PUBLIC PRESENT
Stan Johnston, a former City and County employee and professional engineer, did not support not being able to comment under individual presentation agenda items that did not request or require action by the Council. He also expressed concern on the cost of reports and items on the agenda.
