The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Monday, October 3, 2022 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Secretary Adams, Member Gaetjens, Member Shifalo, Member Foster, Alternate Member Crofton, and Alternate Member Davis. Vice Chairman Petky and Member Jonas were absent. Also attending was Community Development Director Brad Parrish, Assistant City Attorney Chelsea Farrell and Recording Secretary Laurie Dargie.

Secretary Adams motioned to approve the minutes from the September 6, 2022 meeting. Member Foster seconded. There was a unanimous voice vote in favor.

Certificate of Appropriateness COA#3A-2022 – 422 Julia Street
The City of Titusville’s Historic Preservation Officer, Pat Tyjeski, gave a PowerPoint presentation regarding this item.
The Historic Preservation Board had discussion.
Jim Ball representing the Titusville Playhouse came to speak in favor of this item. Mr. Ball provided a handout to the Historic Preservation Board members and to staff.
Discussion took place amongst the Historic Preservation Board members, Historic Preservation Officer, Pat Tyjeski, Mr. Ball, and staff.

Member Shifalo made a motion to deny the building owner’s request to amend the condition of approval regarding the color scheme of the building for COA#3A-2022 - 422 Julia Street. Member Foster seconded.

Motion passed with a 5 yes, 1 no vote.
The motion to deny was based on the color that was requested by the owner is not consistent with the colors of the Spanish Mediterranean buildings. The Historic Preservation Board agrees with the recommendation of the Historic Preservation Officer.
Mr. Ball stated that the owner/applicant will be appealing this decision before City Council.

Assistant City Attorney Farrell swore in Ulla Rupp Crofton as the newest alternate member to the Historic Preservation Board.

Secretary Adams made a motion to table COA#6-2022 – 337 S. Washington Avenue until the November 7, 2022 Historic Preservation Board meeting to allow the owner to reconsider the color palette on the building. Member Foster seconded.

Reports
Mr. Parrish gave a brief update regarding the Florida Department of Historical Resources FY 2024 small matching grant and the Architectural Style & Design Guide Project (FY 2023 Small Matching Grant).
Member Shifalo asked if the Explore Titusville website will be continued on the third party website or be continued on the City of Titusville’s website. Mr. Parrish said this will be brought to the Historic Preservation Board before it expires to discuss.
Member Foster asked if more of the Explore Titusville booklets could be printed again. Mr. Parrish said staff will provide printing costs at the next meeting to review.
