The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Monday, November 7, 2022 at 1:00 p.m.

Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Vice Chairman Petyk, Secretary Adams, Member Shifalo, Member Jonas, Alternate Member Crofton, and Alternate Member Davis. Member Foster and Member Gaetjens were absent. Also attending was Redevelopment Planner Tim Ford and Recording Secretary Laurie Dargie.

Member Shifalo motioned to approve the minutes from the October 3, 2022 meeting with a correction. Member Jonas seconded. There was a unanimous voice vote in favor.

Certificate of Appropriateness COA#6-2022 – 337 S. Washington Ave
Greg Aker of 1455 Echo Drive Titusville, Florida came to speak in favor of this item. Mr. Aker explained that he was not aware that he needed to come before the Historic Preservation Board for approval of the paint colors. Mr. Aker said he thought that the color palette used was the Community Redevelopment Agency color palette. Mr. Aker apologized for not knowing the correct procedure to follow.
The Historic Preservation Board had discussion regarding the need for the property owners in the Downtown District to be informed of any guidelines or procedures that need to be followed when making updates to their buildings.
Jim Ball of 921 Indian River Avenue Titusville, Florida came to speak in favor of this item.

Vice Chairman Petyk made a motion to approve the Certificate of Appropriateness COA#6-2022 for the property located at 337 S. Washington Avenue. Secretary Adams seconded.

Explore Historic Titusville Booklets Reprinting
The Historic Preservation Board had discussion as to ordering more of the Explore Historic Titusville booklets. Discussion was regarding potentially updating the booklet with additional information and the desire to find additional funding sources from other city departments such as Economic Development and the Community Redevelopment Agency to help pay cost of reprinting.
Mr. Ford said he would reach out to other city departments to see if they would have funds to help with the cost of reprinting the booklets.

Secretary Adams made a motion to table the discussion for reprinting the Explore Historic Titusville booklets to allow Mr. Ford time to speak with other city departments regarding funding for this reprint project until the December 5, 2022 Historic Preservation Board meeting. Vice Chairman Petyk seconded.

Explore Historic Titusville Website Subscription Renewal
The Historic Preservation Board had discussion.

Vice Chairman Petyk made a motion to approve the renewal of the Explore Historic Titusville website subscription at the cost of $1,800.00 for two years with Cleveland State University Research Corp. Secretary Adams seconded.

Election of Officers
Chairman Kiesel asked if the current officers would be interested in staying in their positions and if anyone was interested in taking a position.
Chairman Kiesel, Vice Chairman Petyk and Secretary Adams all said they would continue to serve in their current positions if all the Historic Preservation Board members were in agreement to keep them. There were no other volunteers to request a position.
Member Shifalo made a motion to approve Chairman Kiesel, Vice Chairman Petyk and Secretary Adams to continue serving in their current positions. Member Jonas seconded.

Reports
Jim Ball of 921 Indian River Avenue Titusville, Florida came to speak to the Historic Preservation Board members. Mr. Ball said that the Community Redevelopment Agency (CRA) has to be careful with where their budgeted money is used on. Mr. Ball said that a request for funding would have to be approved by the Community Redevelopment Agency with the guidance from the City Attorney.
Mr. Ford said that the Kickoff meeting for the Titusville Design Guidelines is on November 14, 2022 and he is requesting that Chairman Kiesel be allowed to attend the meeting as the Historic Preservation Board’s representative. All members of the Historic Preservation Board were in agreement to have Chairman Kiesel represent the Historic Preservation Board at the meeting.
Member Davis provided a handout for information regarding the TiCo Composite Squadron Civil Air Patrol (FL0403P) helping Titusville Brevard Co Veterans Cemetery on Day Street in Titusville to Remember and Honor our veterans by laying Remembrance wreaths on the graves of our country’s fallen heroes. This event will take place on December 17, 2022 at 10:00am
