The Affordable Housing Advisory Committee meeting was held at the Harry T. Moore Social Service Center, 725 S. DeLeon Avenue.

Members present were Vice-Chairman Sid Chehayeb, Member Bill Gary, and Member Joe Richardson. City Staff present were Terrie Franklin, Neighborhood Services Director, Tracy Davis Neighborhood Services Grants & Contract Compliance Manager, and Sheila Martin Neighborhood Services Special Projects & Administrative Coordinator.

October 12, 2022 Minutes: Member Richardson moved to approve minutes; seconded by Member Gary. Motion carried by unanimous voice vote of yes.

V. NEW BUSINESS
- Review Draft 2023 Housing Incentive Plan
Terrie Franklin provided an overview of the proposed 2023 Housing Incentive Plan, specifically the additional recommendations for Incentive A, regarding priority for permitting given to affordable City supported or partnered projects; Incentive C, regarding regulations for landscape and setback buffers being similar to UMU Zoning requirements; Incentive E, regarding future consideration given to zoning flexibility for the conversion of large single-family homes into two units; Incentive F, regarding recommending the waiver of the parking requirement review fee for affordable housing; Incentive I, regarding the recommendation of a process requiring and affordable economic impact analysis; and an overview of the newly recommended Incentive L: Inclusionary Zoning as a land use planning tool; and Incentive M: Community Land Trust for renting unite to income-eligible households.
Member Richardson motioned to approve the 2023 Housing Incentive Plan; seconded by Member Gary.
Motion carried by unanimous voice vote of yes to Approve the 2023 Housing Incentive Plan.
