Organizational Meeting
November 22, 2022
The City Council of the City of Titusville, Florida met in special session in the Council Chamber of City Hall, 555 South Washington Avenue, on Tuesday, November 22, 2022.
Mayor Diesel called the City Council meeting to order at 11:16 a.m., not 11:00 a.m., due to the prior meeting ran late. Present were Mayor Daniel E. Diesel and City Council Members Herman A. Cole, Jr., Col USAF Retired, Jo Lynn Nelson, Joe C. Robinson, and Dr. Sarah Stoeckel. Also present were City Manager Scott Larese, City Attorney Richard Broome, and Assistant City Clerk Jolynn Donhoff, who completed the minutes of the meeting.
Mayor Diesel requested a moment of silence. He then led those present in the Pledge of Allegiance to the Flag. Assistant City Clerk Donhoff read the procedures for public comment and participation.

Swearing in of newly Elected Mayor and Council Members - City Attorney Broome individually administered the oath of office to City Council Members Herman A. Cole, Jr. (newly elected), Jo Lynn Nelson (re-elected), and Joe C. Robinson (re-elected).

At 11:26 a.m., Mayor Diesel called for a brief recess. At 11:36 a.m., Mayor Diesel called the meeting back to order.

Selection of a Vice-Mayor –
Stan Johnston submitted a public speaking card. He requested choosing the best Council Member for Vice-Mayor and that would uphold the oath of office.
Mayor Diesel requested nominations from the Council. He also advised that Member Robinson was his selection for Vice-Mayor. Member Nelson advised that she would like Member Stoeckel to consider the position in the future.
Motion:
Member Nelson moved to designate Joe C. Robinson as the Vice-Mayor. Member Cole seconded the motion and the roll call vote was:

Member Cole Yes
Member Stoeckel Yes
Member Robinson Yes
The motion carried unanimously.

Designation of the Chair and Vice-Chair of the Community Redevelopment Agency (CRA) – Mayor Diesel supported the City Council Mayor and Vice-Mayor to fill the roles of CRA Chair and Vice-Chair.
Stan Johnston submitted a public speaking card. He commented on a prior sewer spill that occurred in the CRA boundaries and not receiving the responses he desired. He also requested choosing the best Council Member for the CRA Vice-Chair position.
Motion:
Member Nelson moved to have the City Council Mayor and Vice-Mayor respectively fill the roles of the Community Redevelopment Agency (CRA) Chair and Vice-Chair. Member Stoeckel seconded the motion and the roll call vote was:

The motion carried unanimously.

Public Comment – Stan Johnston expressed his concerns on a prior sewer spill in the CRA and public health and safety.
