January 12, 2023

 

The City of Titusville City Council met in special session on Tuesday, January 12, 2023, at Titusville City Hall, second floor, Council Chamber, 555 South Washington Avenue, Titusville, Florida 32796. Mayor Diesel called the City Council meeting to order at 5:30 p.m. Those present in the Council chamber included Mayor Daniel E. Diesel, and City Council Members Herman Cole, Jr. Col USAF Retired, Jo Lynn Nelson, and Dr. Sarah Stoeckel. Also present were City Manager Scott Larese, City Attorney Richard Broome and Senior Administrative Assistant Emily Campbell, who completed the minutes of the meeting. Vice-Mayor Joe C. Robinson was absent. 

 

Mayor Diesel requested a moment of silence, followed by leading those present in the Pledge of Allegiance to the Flag. Senior Administrative Assistant Emily Campbell read the procedure for public comment and participation.

The purpose of this meeting was: (1) Community Development Block Grant (CDBG) 2022 Annual Report and 2024 Request for Proposals and (2) FY 23 Brevard County HOME Disbursement Agreement approval and budget amendment.

City Manager Larese advised that staff requested to discuss FY 23 Brevard County HOME Disbursement Agreement approval and Budget Amendment before Community Development Block Grant (CDBG) 2022 Annual Report and 2024 Request for Proposals. 

 

Motion: Member Nelson moved to discuss FY 23 Brevard County HOME Disbursement Agreement approval and Budget Amendment before Community Development Block Grant (CDBG) 2022 Annual Report and 2024 Request for Proposals. Member Stoeckel seconded the motion. The motion carried unanimously.

FY 23 Brevard County HOME Disbursement Agreement approval and Budget Amendment – City Manager Larese advised that the request was to approve grant disbursement agreement with Brevard County for continuation of HOME grant program and authorize Mayor to execute agreement, and approve associated budget amendment.

 

Annually, the City receives HOME Investment Partnership grant funding as a result of its participation in the Brevard County HOME Consortium. The Consortium consist of the cities of Titusville, Melbourne, Palm Bay, and Brevard County as the lead. Each year Brevard County distributes the Consortium members an allocation through the execution of HOME program Disbursement Agreement. This agreement allocated the City's share of the HOME grant program funds and set parameters on the use of these funds.


 

Motion: Member Cole moved to approve grant disbursement agreement with Brevard County for continuation of HOME grant program and authorize Mayor to execute agreement, and approve associated budget amendment. Member Nelson seconded the motion. The roll call vote was:

Community Development Block Grant (CDBG) 2022 Annual Report and 2024 Request for Proposals - City Manager Larese outlined the information that was included in the agenda packet.

 

The purpose of this agenda item was to receive the annual performance report and allow for public comment on such, and to provide an opportunity for agencies and organizations seeking funding through the Request for Proposal process to provide a brief presentation or explanation of their request. Although presentation was not mandatory to receive funding, staff encouraged each agency applying for funding to attend this meeting and present their request.

 

Neighborhood Services Director Terrie Franklin stated that she would be giving a performance review of the City’s Community Development Block Grant (CDBG) Program and HOME Investment Partnership Programs for FY 2022.  She stated that she would also be reviewing the strategies that identified which programs could be funded and the requests for the FY 2022/2023 grant funds would be heard.

Neighborhood Services Director Terrie Franklin advised that the following agencies provided requests for FY 2022/2023 grant funding: 

 

  • Aging Matters (Meal on Wheels) - $12,000
  • Brevard Alzheimer’s Foundation - $7,492.50
  • Catholic Charities – Rosa Reich - $30,000
  • Community of Hope – $36,044
  • South Brevard Women’s Center-Domestic Violence Program - $16,300

 

Each of the above listed agencies gave a brief presentation on their request and need for funding.
