MONDAY SEPTEMBER 18, 2023

The Affordable Housing Advisory Committee meeting was held at the Harry T. Moore Social Service Center, 725 S. DeLeon Avenue.

Members present were Committee Chairman Robinson, Vice-Chairman Gary, and Member Coles. City Staff present were Tracy Davis, Neighborhood Services Grants & Contracts Compliance Manager, Sheila Martin, Neighborhood Services Special Projects Coordinator, and Kent Burnaw, Neighborhood Services Technician.

Motion to approve the July 24, 2023, motion made by Vice-Chairman Gary, seconded by Member Coles.
Motion carried by a unanimous voice vote of yes.

VI. NEW BUSINESS
- Review AHAC Meeting Schedule Regarding Adding Additional Meeting Date(s)
Optional Dates to Consider Include: 9/25/2023, 10/09/2023, 10/23/2023
Chairman Robinson, Vice-Chairman Gary, and Member Coles unanimously agreed to add the additional AHAC meeting date of Monday, October 9, 2023, at 3:00pm.

- Incentive A: Expedited Permitting
Tracy Davis provided the FHC recommendations for Incentive A. Chairman Robinson stated that we have already maxed out the allowable 25% for this Incentive.
Vice-Chairman Gary motioned to accept Incentive A AS IS; seconded by Member Coles. Motion carried by unanimous voice vote.

- Incentive B: Modification of Impact Fee Requirements
Tracy Davis provided the FHC recommendations and the previous year AHAC recommendations for Incentive B. Tracy Davis also reminded the Committee of last year’s meeting with THA, and that no further action could be taken on this incentive.
Vice-Chairman Gary motioned to accept Incentive B AS IS; seconded by Member Coles. Motion carried by unanimous voice vote.

- Incentive C: Increase Allowable Density Levels
Tracy Davis provided the Committee with FHC guidance and Chairman Robinson reviewed last year’s recommendation. Chairman Robinson expressed his concern regarding pushing affordable housing into industrials, but to include language stating that “Incentive C be accepted as is pending any changes, mandates, or guidance from the state of Florida.”
Vice-Chairman Gary motioned to accept Incentive C AS IS; seconded by Member Coles. Motion carried by unanimous voice vote.

- Incentive D: Reservation of Infrastructure Capacity for Affordable Housing
Tracy Davis provided the Committee with the FHC guidance for Incentive D.
Chairman Robinson called for a motion to accept Incentive D AS IS.
Vice-Chairman Gary motioned to accept Incentive D AS IS; seconded by Member Coles. Motion carried by unanimous voice vote.

- Incentive E: Allowance of Affordable Accessory Residential Units in Residential Zoning Districts
Tracy Davis provided the Committee with the FHC guidance for Incentive E.
Chairman Robinson reviewed Incentive E and stated that Planning and Zoning has been discussing ADUs as well and recommended that Incentive E be tabled so that a member of the planning department can be present to provide information.
