The Planning and Zoning Commission (P&Z) of the City of Titusville, Florida met in regular session in City Hall Council Chamber located at 555 South Washington Avenue on Wednesday September 20, 2023 at 6:00 p.m.

Chairman Richardson called the meeting to order at 6:00 p.m. Present were Vice Chairman Aton, Secretary Grant, Member Moscoso, Member Fayson, Member Garrod, Member Perez, Alternate Member Childs, Alternate Member Rogers and School Board Member Gilbert. Also in attendance were Community Development Director Brad Parrish,  Assistant City Attorney Chelsea Farrell (via telecommunication) and Recording Secretary Laurie Dargie.

Secretary Grant made a motion to approve the minutes from the August 16, 2023 meetings. Vice Chairman Aton seconded. There was a unanimous voice vote.

Chairman Richardson asked that the petitions and requests from public present be heard first. 

 

Member Perez made a motion to hear the petitions and requests from public present first. Secretary Grant seconded. There was a unanimous voice vote in favor.

Petitions & Request

 

Dwight Severs of Titusville came to speak of his concerns relating to the development under review by the City of Titusville for the site development of an assisted living facility (ALF) and the potential that Georgia Avenue will be connected and used as a means of entry and exit to the ALF. Mr. Severs provided a handout.

 

Member Perez made a motion to extend Mr. Severs speaking time. Member Moscoso seconded. There was a unanimous voice vote in favor.

 

Mr. Severs asked that this would be brought before the Planning and Zoning Commission for consider to not allow the connection of Georgia Avenue or that this only be used to allow Emergency Medical Services (EMS) to gain access. 

 

Mr. Parrish said that he received an email yesterday from the engineer of record for this project, Jennifer Wilson, who stated that the client has agreed to an EMS access only on Georgia Avenue and it will be shared with a gate and knox box on their next submittal to the City of Titusville. 

 

The Planning and Zoning Commission had discussion with Mr. Parrish and Mr. Severs.  Mr. Severs said that the EMS access only with use of the gate and knox box would suffice his concerns regarding the use of Georgia Avenue.

 

Chairman Richardson said he received an email from Lauren Flannigan with the same concerns. 

Ron Swank of Titusville came to voice the same concerns regarding the use of Georgia Avenue and also his concerns that the site plan stated that Georgia Avenue would be the main entrance and exit for the construction vehicles during construction.

Kay St. Onge of Titusville voiced her concerns regarding the use of Georgia Avenue and does not want it to be used for a connector road or during construction of the ALF. 

Kathleen O’Rourke of Titusville came to speak about a survey that she conducted on Titusville growth and development. Ms. O’Rourke provided a magazine booklet of her survey to each of the Planning and Zoning Commission members. 

The Planning and Zoning Commission members thanked Ms. O’Rourke for conducting this survey and asked a few questions about the survey.

Comprehensive Plan Amendment CPA#1-2023 – Water Supply Facilities Work Plan 2023

Mr. Parrish gave an overview of this item.

 

Member Moscoso asked Mr. Parrish if he could provide information as to how the $45,000.00 for customer education (referred to on page 44 of 171 of the agenda packet) is being used. Mr. Parrish said he would find this out and provide this back to the Commission. 

 

The Planning and Zoning Commission had discussion relating to the chart on page 44 of 171 of the agenda as it relates to the population of growth in Titusville and the water calculations. Mr. Parrish said that this is a long-term planning tool that is used for monitoring and planning by the city.

Comprehensive Plan & Land Development Regulations (LDR) Update

Mr. Parrish gave a presentation.

 

The Planning and Zoning Commission members had discussion with Mr. Parrish. 

 

Mr. Parrish requested that each of them review the comprehensive plan and LDR’s and come and have a one on one discussion with him, so that he can answer their questions and go over their concerns or get clarification for a better understanding of anything they would like more information about.

 

Chairman Richardson stated that he would like to know the concerns that are raised by the commission members. Mr. Parrish said he can keep track of the concerns of each of the members during the individual discussions.

Reports

 

Semi-Annual Report – January – July 2023

This report was provided to the commission in the agenda packet. The Planning and Zoning Commission members did not have any concerns relating to the report.

 

Mr. Parrish said that at the next City Council meeting on September 26, 2023 there will be a presentation on inclusionary housing and linkage fees and what the state law allows local communities to do relating this topic at the 5:30pm meeting. Mr. Parrish said that at the 6:00pm City Council meeting there will be an action item to get direction from City Council regarding this.

 

Mr. Parrish said the Live Local Act ordinance will also be on the City Council agenda for the September 26, 2023 meeting for the first hearing, it will go to the Planning and Zoning Commission on October 4, 2023 and back to City Council for the final public hearing on October 10, 2023.

 

Mr. Parrish said that staff has a draft of the accessory dwelling unit ordinance to bring to the Planning and Zoning Commission at their next meeting for review before it goes to City Council.  

 

Member Fayson asked a question about affordable housing and the taxes for first time homebuyers. Mr. Parrish asked if he and Mr. Fayson could meet to discuss this.

 

Member Rogers asked for an explanation on the definitions of inclusionary housing and linkage fees. Mr. Parrish provided an explanation. 

 

Assistant City Attorney Farrell asked what date the Planning and Zoning Commission would be available to have the webinar training that had to be postponed. The Planning and Zoning Commission agreed to have the webinar presentation on October 4, 2023 at 4:00pm.

 

Chairman Richardson asked who would volunteer to be on the Affordable Housing Committee.  Member Fayson said he would apply to by on the Affordable Housing Committee. Mr. Parrish said that this is a City Council appointment and Member Fayson would need to fill out the application and submit it to the City Clerk’s office.

 

Member Moscoso said that she had concerns about the fire that was taking place during the development on S. Park Avenue for a new subdivision. She said she emailed Fire Marshal Paul Anderson who was very helpful and informative regarding her concerns in his response back to her. Member Moscoso said she appreciated that Mr. Anderson took time to address her concerns and the concerns of other citizens. 

 

The Planning and Zoning Commission asked that staff be aware to ensure that the development that takes place is according to the authorize agreements and site plans that were approved.
