The Historic Preservation Board (HPB) of the City of Titusville, Florida met in regular session at City Hall in the Council Chamber, located at 555 South Washington Avenue on Monday, December 4, 2023 at 1:00 p.m.
Chairman Kiesel called the meeting to order at 1:00 p.m. Present were Vice Chairman Petyk, Secretary Adams, Member Gaetjens, Member Jonas, Member Shifalo and Alternate Member Davis. Member Foster and Alternate Member Crofton were absent. Also attending was Redevelopment Planner Tim Ford, Redevelopment Planner Sue Williams, Planner Tabitha Armstrong, and Recording Secretary Laurie Dargie.
Vice Chairman Petyk motioned to approve the minutes from the November 6, 2023 meeting. Secretary Adams seconded. There was a unanimous voice vote in favor.

Historic Preservation Board Annual Workshop Discussion
The Historic Preservation Board members had discussion as to what topic/subject they would like to potentially make the theme of their annual workshop in May 2024.
The Historic Preservation Board members had a general interest in making the workshop about revitalization and also about the Joynerville grant project that is in the process.
The Historic Preservation Board members would like to find a local speaker if possible to discuss revitalization projects that have taken place in Titusville if possible or Brevard County.
Potential guest speakers that were mentioned were Vicki Oldham, Ennis Davis, Brandon Blake, a contact from Greater Allen Development Corporation, or someone who helped with the Walker Hotel rehab. Mr. Ford asked if any members have contact names and phone numbers to please provide to staff.
Historic Preservation Board Priorities FY24/25
The Historic Preservation Board members spoke briefly about the list of priorities that they are interested in working on in 2024/2025.
- Create demolition by neglect standards
- Evaluate the city’s role as a steward of Historic Preservation
- Preservation Trust Fund
- Clarify certificate of dig – Archaeologic Resource provision
- Update and add definitions
- Incorporate Historic Preservation in all Planning efforts
Ms. Williams provided a brief report about the Joynerville grant.
Ms. Williams said that staff received one phone call regarding the local designation letters that she will be following up on for a property on Dummitt Avenue.
The Historic Preservation Board members requested that the February 10, 2024 Cemetery Resource Protection Training workshop be advertised so that it will be well attended.
